Start with conditions, not a product

It is worth being precise about what the Miami Conservancy District does and does not do for a basement. The dams and levees built after 1913 protect the region from river flooding; they have no bearing on the groundwater and surface water that actually get into most Dayton basements, which arrive from the roof, the grade beside the house and the water table under it. In the older river-adjacent neighborhoods the water table sits high and the foundations are frequently stone or unreinforced block, which take lateral water pressure poorly and seep through the wall itself rather than at a crack. The postwar suburban wave of the 1950s through the 1970s brought poured and block walls with drainage details that varied considerably by builder and year. Ohio frost depth then adds a seasonal cycle that opens and closes those paths, which is why leakage here is so often intermittent rather than constant.
